NZMATES will target different types of technical assistance at different stages of the grid-connected renewable energy project development cycle, to make projects viable, attractive, bankable, sustainable, and responsive to needs.

The aim is to support PLN, EBTKE, ESDM Dinas, and other actors with moving projects forward and getting them to a stage where they are commercially viable or funding-ready. The goal is that quality projects attract interest from other stakeholders, be they government, international donors, community organisations or commercial entities, can take over the financing and construction of projects.

NZMATES will work as a project development pipeline with resources available for identification, appraisal, design, engineering, stakeholders engagement, funds-matching, and implementation and O&M support. Below we include some examples of the types of support that NZMATES can provide to its partners and others.

NZMATES technical specialists visit one of the first mini-hydro systems built in Seram back in 1998 in Supe, West Seram.

Planning and project identification – we can support with:

  • Rural electrification planning and strategy development
  • Access expansion planning, including network expansion or identification of alternatives
  • Developing communications channels for communities to request services or register concerns with projects, or other energy feedback loops
  • Mapping out sites that could benefit from new energy access, improve current energy access, or compliment / replace fossil fuel-based generation
  • Preliminary energy resource mapping and project portfolio development
  • Developing pre-screening, mapping, and identification tools, methods, and procedures to identify potential projects for the pipeline

Scoping activities and project appraisal – we can support with:

  • Pre-assessment of potential renewable energy sites
  • Carrying out energy access characterisations and assessing energy needs in communities
  • Assessing potential for complementing or displacing fossil fuel-based generation
  • Data gathering, field surveys, pre-feasibility studies and preliminary assessments of projects
  • Producing appraisal and prioritisation tools, in order to prioritise potential projects in terms of viability, urgency of need, or other factors.

Stakeholder engagement– we can support with:

  • Engaging and involving civil society and communities in project planning
  • Stakeholder mapping and coordination between different groups and interests for renewable energy project development
  • Facilitating representation of different groups in consultation activities
  • Communication and dissemination activities
  • Developing community accountability and feedback mechanisms
  • Community empowerment activities, including for vulnerable and marginalised groups

Technical assistance – we can support with:

  • Techno-economic assessments, financial analysis of project cash flow, and tariff assessments
  • Project design and engineering, and development of bills of materials
  • Development of preliminary designs and feasibility studies
  • Environmental impact assessments and social feasibility studies
  • Project business plans
  • Detailed logistics plans and site surveys for project implementation
  • Identification of potential local suppliers and vendors

Funds-matching and partnerships – we can support with:

  • Proposal writing, fundraising, and business case development
  • Identifying potential financial partners, investors, donors, public funds, grants, or other funding options
  • Developing partnerships with other national and international institutions to support renewable energy projects
  • Engagement of Independent Power Producers (IPPs) and development of Purchase Power Agreements (PPAs)

Project implementation – we can support with:

  • Support with preparing tendering documentation and processes, tender evaluation and negotiations
  • Engagement with contractors, liaising with communities, and facilitating implementation processes
  • Project delivery planning and support in the supervision of works
  • Support with inspections and commissioning of works

Support to O&M and sustainability – we can support with:

  • Operational models for project management, operations and maintenance, to ensure long-term sustainability
  • Development or updating of tools, methods, and procedures for operation and maintenance procedures and planning
  • Producing operations manuals, guidelines or visual aids for households and/or operators
  • Identification of O&M funding
  • Supporting management models in their initial stages
