Tahalupu, Seram Bagian Barat, Maluku, Indonesia
7 October 2026
The NZMATES technical team, together with PLN Unit Induk Pembangkitan (UIK) Dwipantara and PLN Unit Pelaksana Pembangkitan (UPK) Maluku, supported the refurbishment of the Tahalupu Solar Power Plant (PLTS Tahalupu) as the project entered its commissioning stage.
The refurbishment, owned by PLN UIK Dwipantara, involves replacing the existing solar power plant with a new system. During the commissioning process, NZMATES provided technical support by witnessing the commissioning tests and inspections conducted by the contractor, PT Syntek Otomasi Indonesia. The activities also included supporting a training for local operator delivered by PT Syntek Otomasi to PLN personnel.
Commissioning is a critical stage in ensuring that a power plant operates safely, reliably, and in accordance with the required technical standards. At Tahalupu, the process included visual inspections and civil, mechanical, and electrical checks of the plant's components, including the photovoltaic (PV) system, battery energy storage system (BESS), and existing diesel generation system. The plant operates as a hybrid system combining solar power, battery storage, and diesel generation.
A Long-Term Partnership Supporting Renewable Energy in Maluku
NZMATES' support for the Tahalupu refurbishment builds on technical assistance that began in 2019. In that year, NZMATES conducted technical assessments of existing solar power plants in Tahalupu and nine other locations, followed by feasibility studies to inform potential improvements and refurbishment planning.
The project has since progressed through several stages, including tender and procurement preparation in 2025, implementation supervision in 2026, and now commissioning. This progression demonstrates the importance of sustained technical collaboration in moving renewable energy projects from assessment and planning towards implementation and operation.
Throughout this process, NZMATES has worked alongside PLN and other project partners to support the refurbishment and strengthen the capacity of local operators to manage the system effectively.
Supporting Reliable Electricity for the Community
Reliable electricity is essential for community activities, public services, and local economic development. By supporting the commissioning of the refurbished Tahalupu solar power plant, NZMATES and its partners are contributing to efforts to improve the reliability and sustainability of electricity supply in the village.
Solar energy is a clean, renewable energy source that can help reduce reliance on fossil fuels when integrated effectively into local power systems. Combined with appropriate energy storage, existing generation infrastructure, and trained operators, a well-functioning hybrid power plant can help meet local electricity needs while supporting a more sustainable energy future.

As the Tahalupu project moves towards operation, collaboration between NZMATES, PLN UIK Dwipantara, PLN UPK Maluku, and PT Syntek Otomasi Indonesia remains important to ensuring that the refurbished system is properly tested, verified, and ready to serve the community.
Through continued partnership and technical support, NZMATES is helping advance reliable renewable energy solutions for communities across Maluku.
